Stephen is a planner with experience in complex transportation policy development, governance, project sponsorship and infrastructure procurement. Stephen thrives in environments that require multi-stakeholder consensus building, creative problem solving and understanding project interdependencies. He believes that transportation planners and stakeholders must always carefully consider the ultimate benefits that will accrue to users, communities, and society when making transportation investments or policy decisions.

Stephen holds a Bachelor of Business Administration from York University (Schulich School of Business) and a Master of Urban Planning from McGill University.
